The gap here is largely invisible day to day, which is exactly why it's easy to underestimate. It doesn't show up as a complaint or a mistake — it shows up as slightly lower utilisation, spread thinly across the whole fleet, all the time.

It's not a question of anyone dropping the ball, either. Off-hire depends on a customer's signal reaching the right person at the right moment, and in a busy week that signal can sit for longer than anyone realises before the next step happens.
